U.S. Department of Education Greenlights Federal Funds for AI in the Classroom

In a significant move for educational technology, the U.S. Department of Education has issued new guidance affirming the use of federal grant funds for integrating artificial intelligence (AI) into learning environments. The guidance, released in a "Dear Colleague" letter on July 22, 2025, from Secretary of Education Linda E. McMahon, encourages grantees to explore how AI can be responsibly used to enhance teaching and support students.


This is a pivotal moment that aligns directly with our mission of enhancing AI literacy. The Department's guidance makes it clear that AI is not seen as a replacement for educators, but as a powerful tool to support their critical work.


How Federal Funds Can Be Used for AI

The Department outlines three key educational functions where the use of AI is allowable under existing federal education programs:


  • AI-Based High-Quality Instructional Materials: Funds may be used to develop or acquire AI-powered tools that adapt to a learner's needs in real time. This also includes expanding access to personalized learning materials and training educators and families to use these new tools effectively.

  • AI-Enhanced High-Impact Tutoring: Grantees can support the use of intelligent tutoring systems that offer individualized academic help. The guidance also encourages hybrid models where human tutors work alongside AI platforms and the use of AI-powered tools to help match students with necessary tutoring services.

  • AI for College and Career Pathway Exploration: Federal funds can be directed toward AI platforms that assist students in identifying career interests and exploring educational pathways. This includes virtual advising systems that can guide students through complex processes like course planning and applying for financial aid.


Guiding Principles for Responsible AI

Crucially, the guidance is anchored by a set of principles for the responsible deployment of AI in education. The Department affirms that all AI-related initiatives should be:


  • Educator-led: AI should be a tool that supports teachers, tutors, and education leaders.

  • Ethical: Educators are encouraged to help students evaluate the validity of AI-generated content and understand its appropriate use. The goal is for students to "learn with - rather than exclusively from - AI."

  • Accessible: All AI tools must be accessible to children, educators, and family members with disabilities.

  • Transparent and Explainable: Stakeholders, especially parents, should be able to understand how AI systems function and participate in decisions about their use.

  • Data-protective: Any system must comply with federal privacy laws like the Family Educational Rights and Privacy Act (FERPA).
